There's a lot more to this story than "lack of demand". Other possibilities
are run down out of date C41 / B&W processors, lack of working capital to
invest in new equipment, string pulling by camera suppliers, etc, etc.
On its own, "lack of demand" for C41 in a city the size of Toronto is not
plausible unless of course Mel Lastman is the manager!
