On the F280 'Normal' mode means 'TTL off-the-film auto'.
If you also had auto mode selected on the camera it would use TTL
off-the-film metering and whatever aperture you select will have no effect
on exposure. (Exception, but not applicable here: the subject distance has
to be close enough for the flash power to be enough, and you said it's only
3 feet, and not so close that the flash can't be quenched quickly enough.)
So when you say you dialed up -1 stop I would have to ask 'relative to
what?'
Use the ISO setting to adjust exposure!

Aperture setting

Auto mode on camera. The F280 does not have an Auto mode.
