In my experience the chief use for progressive load was when modem speeds
were very low (e.g. 2400 baud). You could get a preview of an image while it
was loading and decide whether you wanted to continue or not. For a 250K
image you could save perhaps 15 minutes of downloading something you'd then
throw away. A thumbnail with a link to a bigger image is a better way to do
this now.
