If you don't want to jury-rig something to do this, Bogen makes a tripod
apron (part no. 3146) that can be used for holding weights or as a place to
put loose components. I have one and they are well made. I don't remember
the price but I think they are about $20 US. /jim

One old trick is to make a triangular piece of cloth, tie each end firmly to
a tripod leg so that the
cloth hangs loose, put in some weight (i.e 2 - 3kg, depending on camera and
tripod). Simple,
used to work quite good.
