Ah, they were talking about different contrast targets, NOT different contrast
of measurements. Got it.
I was thinking of film scanning specifications, in which case

For example, if you scan the same target at two different resolutions, at some
point (typically near the Nyquist limit), the higher resolution scan will have
lower contrast.
