It's "obvious" (???) there would be a huge market for a digital camera body
with 24x36 sensor that could take millions of legacy lenses from Canon,
Minolta, Nikon, Olympus, and Pentax. The market is potentially _so_ large
that the body's manufacturer could make dedicated bodies, rather than using
adapters.

So -- which manufacturer would do this? It sure _isn't_ going to be Canon,
Minolta, Nikon, Olympus, or Pentax! SLR sales peaked in the late '70s or
early '80s and have been declining since. Camera makers don't make much
money on the bodies (which is why there are new models every few months) --
the profit is in the lenses and accessories.

In short -- no major camera company is going to produce a camera that can
take its competitors' lenses, with or without an adapter, new or used.

The body is just to get you in the door. Then they start selling you
things for it like dial-in exposure compensation flash. Wouldn't that
be nice. Then, well, just one lens designed for the camera.
Zuikoholics become Nikonholics.  You are right their market is
shrinking. Why not grab market share from another maker?
