I am surprised that they are :
a) Selling them at auction as apposed to just selling them
for a fixed price to repair shops
b) unable/unwilling to ship outside of the US

Hi Eric,
I'd love to sell you one. The problem we have is that as a manufacturer we
are required to fill out an awful lot of paper work to ship anything out of
the country, and when we consider the amount of time involved, and the small
amount of money we get for the sale, it's just not worth it.
Do you know anyone in the USA that could buy the cover for you? If you do
we could ship it to them and they in turn could ship it to you.
I am going to going to try and figure out an easy but legal way to ship
things out of this country without a lot of paper work. If I do I'll let
you know.
