Simply: Yes.

effect. ( although sometimes very effective in creative photograpy)
Are there any after market shift lenses?
I know about a very expensive 28mm Shift lens from Schneider Kreuznach, and a
more buget 35mm-Shift lens from russia (Kiev) which is also available as Shift
+Tilt.
