That's poor scanning, IMO.
Did you get a Photo-CD, or a Picture-CD. The Photo-CD is typically a very
nicely done product with professional-quality scans, while the Picture-CD is
more consumer-oriented and of lower quality. That doesn't mean that you
can't get a poorly scanned Photo-CD.

I had shot some Agfa B&W film and had the film developed with a photo CD.
When I view the images, I notice dithering in some of the dark shades of
gray. It's a speckled appearance which ruins the shot.
Is this an artifact of scanning? or of my video card?
When I check the 'color' count, it says 250 colors used in Paint Shop Pro.
Do all B&W images have a problem with dithering or is it because they were
scanned in with only 256 shades of gray?
