The Zuiko 200 f/4 commonly retails for as little as $100 US. I just saw two
yesterday at my favorite camera shop for $150.00 CDN (~$105 US) and that was
from a dealer... The lens is sharp, and much brighter than many aftermarkets
which usually sport a 4.5 aperture at best. AND you'd get spectacular zuiko
glass.
If sunsets are your goal and you wish to use greater magnifications, try
picking up a teleconverter on e-bay or the like. With a lens pointed
directly at the sun, there will inherently be enough distortion caused in
any lens that you most likely will not notice any loss of image quality
through the teleconverter, and this solution is MUCH cheaper than a long
prime lens. Aperture will not be so much of a problem, since there is
always plenty of available light from the sun...

Kierstin, I'd suggest tha tyou try a 200 first. Zuiko 200 f/4 or f/5s are
quite reasonable and lots easier to get good results. And sunsets can be
photographed with any focal length - depends on how you see the image in
your mind, once you look at the reality.
