The shutter should fire on whatever speed you choose in manual. Make sure you
have a lens attached. In auto, there has to be film loaded (or that little
gray card that came with the camera) in order for the metering system to give
a "correct" exposure time. Double check again that you are indeed in manual
mode and choose two widely differing shutter speeds. IOW, not to insult you,
but a novice may not be able to tell the difference in speed between 1/30th
and 1/125th sec shutter speeds. Check 1/30th, then check 1/1000. (for
starters).
