This is the canned response I got from the FAA when I asked about how to
complain about denied hand inspection and missing signs.
Maybe they listen better to phone calls?

Thank you for sharing with us your thoughts and concerns. The safety and
security of air travel is on all our minds, across America. At FAA, we are
working aggressively to respond to and resolve security concerns. The
public response to Tell FAA has been tremendous--over 25,000 emails, faxes,
letters, and phone calls in the first two weeks.
We have received numerous questions about airline schedule changes and
refunds. The FAA does not regulate domestic fares, nor do we control
airline policy on refunds for non-refundable tickets. However, if a flight
is cancelled, the airline must refund the price of the ticket. In the past,
if a flight goes as planned or the airline provides prompt rerouting for
cancelled flights, the airline does not have to refund the price of the
ticket, or may refund the price of the ticket less a fee (currently running
about $75 - 125, although not universally so). The passenger often may
keep the ticket and apply its value to another flight for up to a year. In
other words, if the passenger decides not to fly - for whatever reason -
the airline does not have to provide a refund. Passengers with refund
questions may want to try calling their airline again, and if they are
unclear as to airline policy, may want to ask for a supervisor.
The Department of Transportation does have oversight of "unfair deceptive
practices" and if consumers believe they have been the victims of a
deceptive practice, they may contact the Aviation Consumer Protection
Division at: 202-366-2220
Additionally the Federal Aviation Administration Consumer Hotline is open
from 8:00 a.m. - 4:00 p.m., EDT at: 1-800-322-7873.
