You can buy plastic film canisters already. They are used for loading film from
bulk reels.
The big problem is that the x-rays can fog the film, and in a plastic canister
there would be even less protection. On the other hand, if it was invisible to
the x-ray machine operator, they wouldn't try to scan it again and again to
find out what it was.
