If I understand correctly, you want to apply a softening effect to a sharp
digital image? There are blur filters in Photoshop (such as Gaussian blur)
which can be used to produce the soft focus effect, but these won't produce the
'glow' around highlights that you might be looking for. One way to do that is
to copy the entire image to another layer, blur that layer dramatically, then
apply the overlay effect to that layer, finally adjust the opacity to look
taste!
There may also be third party filters that can imitate the effect you are after.
