I suspect people that aren't seeing HTML have some sort of local filter in
place, because there's definitely HTML mail going out.. check the digests,
that's the 'definitive' answer to what's being sent. Here's an example from
http://zuiko.sls.bc.ca/swright/olympus-digest.archive/v02.n3030
(prepended with ">" to avoid it being interpreted again).
It could just be that some mailers discard the text/html sections and only
show the text/plain bits. Also, the HTML mail that comes in may not look
that different from normal mail -- if they've got their font set to the same
as the font that your mail app uses for plaintext messages, you won't
necessarily be able to see any difference.
(as for yahoomail's text format, you can choose what you want to send on
each message, text or html.)
