As somebody said earlier, the idea with an incident meter is to place it in
the subject position facing towards the camera - not the light source. The
idea is that the hemispherical incident diffuser collects and averages the
light somewhat like a 3D object would.
Also there are reflected light flash meters, e.g. I have an old Calcu-flash
with interchangeable diffusers for incident & reflected.
