Flash exposures do not vary with shutter speed in the same way as
continuous light exposures because the flash is always much shorter than
the exposure time - rarely longer than 1/1000 s even for a powerful
flash. The camera simply has to have the shutter fully open for the
duration of the flash. Leaf shutters can do that at all speeds, focal
plane shutters can't.
