Chip --

I just got a new charger and it has two red and two green LEDs
The charger only charges pairs of AAA's, AA's, C's or D's
The lights or LEDs turn on when two cells are inserted for charging.
When charging is completed the LED goes out.

The new charger's are a big improvement on the old style which did
not have LED's

 Does this help ?

have one really bad cell that could keep the flash from charging.

Also, near the end of the charge period, feel the battery cells. They should
each be at least a little bit warm (not hot) if they have reached full
charge. If one of them is hotter than or colder than the others, it may be a
bad cell.
