Unless we start talking psychoacoustic properties. A 3dB increase at 3KHz has an apparent doubling of volume of a lead vocal or instrument. Gotta love them parametric equalizers. When accompanied by an equal amount of decrease in the backup vocals/instruments at 3KHz you can typically get away with 1-2dB of adjustment to bring out a vocal with no increase in the mix's SPL.
