I have one (got thrown in with some lenses that I got from a list member).
It turns point lights into a star shape. Well actually, any bright area gets
the star effect but it seems to work best with a small point light source.
About the only situation I can foresee using one would be for night
photography to create effects with street lights and car lights, which is
where you'll usually see the effect applied.
