Yes, unfortuantely. Batteries operate using a chemical reaction which is
greatly reduced by cold temperature.

Or try the lithium batteries - much better in cold weather, tho life end is
more sudden.
Though your experience may indicate otherwise the battery discharge curves
would indicate that the silver-oxide (357) batteries have more of a "cliff"
whereas the lithium-mangenese-dioxide have more of a "ramp".
