I've been using an inexpensive program called Thumber by Tambaware. It's great
for creating thumbnails and an index web page; of course it tries to be
everything to everybody (i.e., imaging editing), and I certainly haven't used
it for touching up my images.
The shareware fee is up to $18 USD (I think I paid $12 a couple of years ago),
but a trial copy is available for download.
