Besides the proper way to get blur (panning), you can cheat.
I heard about this on alt.binaries.pictures.rail, from a guy who had a bunch of
(apparently) nice panned shots.
In photoshop, or whatever he used, he selected the outline of the locomotive,
reversed the mask, and then applied a blur effect to the rest.
