Kodak has some information about chemical disposal including recycling
centers:
Disposal FAQ:
http://www.kodak.com/cluster/global/en/service/faqs/faq5023.shtml
Kodak does NOT recommend disposal of chemicals via a septic system--dump
heavy metal right into your water table. (Not really sure if the chemicals
would kill your bugs working in your septic system either...that would be
fun.):

A list of related Environmental Service publications (both for purchase or
pdf download) is at:
http://www.kodak.com/US/en/corp/environment/kes/pubs/pubsList.shtml
Amateur Photographer's Environmental Guidelines:
http://www.kodak.com/US/en/corp/environment/kes/pubs/pdfs/j300.pdf
which includes a list of silver content in developer, fixer, washwater.
Probably a lot more at Kodak, just did a search on "chemical disposal" and
hit a few links. Hope this helps.
