With all due respect, whether the age is 16 or 18--or 22--I don't think
anyone questions the ability of young people to make "right choices." It's
not puritanical, but empirical, to note that the question is one of the
*percentage* of right choices as compared to those made by the hormones or
some other compelling force-- that and the consequences of wrong choices,
which may not be entirely clear to a person of the age in question. I
don't see this as any earthshaking insight; just a recognition of the
dangers inherent in being young.
