Ummm, yes it does! Follow the moon some time around 3/4 disc illumination
on each side of when it is full. You can see it in the sky opposite the
sun during broad daylight.
The time is given for 1 degree above "horizontal" (a plane tangent to your
location) and that's what the degrees after the time mean. Sunrise and
sunset are often given in a fraction of a degree below the tangent plane
because of its brightness and refraction through the Earth's atmosphere.
