Off-topic posting is certainly not necessary to give a list a sense
of community. I currently sub*scribe to and have in the past run to a
number of mailing lists about specific topics and the all (except for this
one) have managed to remain pretty much on-topic. And they all manage to
have quite a sense of community.
Off-topic posts can actually be quite divisive as they drive away
from the list people who might often have a good contribution to make.
