Actually, I do know a bit about this.
It is possible to import cars to the US if they are modified to meet
1) US emissions laws (EPA - Environmental Protection Agency)
2) US Safety Laws (DOT - Department of Transportation)
Lots of "grey market" cars were imported in the 1980s by having
licenced companies in the US modify the cars typically by adding
catalytic converters, different bumpers and adding in safety reinforcements
in the doors. The modifications to a given car have to be for the
DOT and EPA requirements for the car's year of manufacture
I agree that most of the US cars stink which is why I own 3 BMWs
(but only the older ones :-) ) and I know that LOTS of European spec BMWs
that were not available here in the USA were Grey market imported this
way.
Not sure how easy it is to do now because of more complex engine
systems and integrated bumpers and all.
Another option is that you can import "unique" cars into the USA with
NO modifications as long as you don't drive it over 2500 miles per year.
This is a relatively recent thing that allowed people with "collectable and
unique" cars to ship them over here to the USA. I have a friend that is
originally from Scotland who has a 1991 BMW M3 Evolution 3 who is
going to import it over to the US using this method. I think a Lotus
Elise would be importable under this catagory. Of course, then you are
restricted to 2500 miles a year but at least you can still enjoy your car
occasionally.
