If the streak is only within each frame, check the shutter. Or,
sometimes steady shallow scratches only affect some of the layers of
colour film, basically scratching off the info in the top layers.
Scratch sources could be camera, cassette, processor or manufacturer.
Is there a scratch where the line is?
If it's steady in intensity/width, thru frame and inter-frame gap, I
would suspect the processor, or perhaps the film manufacturer of
somehow exposing it to light or a chemical crystal.
If it's a pinhole at the processor's, ask. They'll know if it's their
fault.
