Yes, but the seller may not happy about that, if I'm a buyer I will select a
seller that gives accurate description, not someone that will give refund,
usually the seller will deduct the shipping cost and ebay fee, you already
loss lots of money.

I think it was just happen that he had some problem with his ISP host, but
it gave me a very bad week, just thought I had a total lost on the deal
(including the extra $30 shipping cost to send back the stuffs), it was not
fun.
