I just completed a deal for a small amount of money with a guy in Canada.  I 
sent a USPS International Money Order.  Apparently he had no difficulty as he 
sent the book I bought right away.  (Or he didn't worry about a 21 day wait). 
 Banks are infamous for such stupid rulings.
