Yes, that's the viewfinder illumination button. The little light
that lights up for a few seconds when you push it is more than
adequate for nighttime illumination, but it's almost impossible to
see in daylight or bright room light. Check it in a dark room
first. If your batteries are good and you still can't see it,
bummer. (Don't use it all the time, either -- really sucks the
power out of those little silver cells...)
By the by, when you press the button, it also makes the
light-gathering window at the front of the camera light up. Your
subjects will think they're being attacked by Cylons! ;-)

I believe that the meter has to be on for the lamp switch to work.
Push the shutter down part way to turn on the metering system and
then push the viewfinder illuminator button to turn it on. It goes
off automatically after a few seconds.
