well, one thing may be that you are over exposing your film and the printer
(if this is C-41 done at a lab) is compensating. if it is B+W, then you may
want to cahnge to a pan-chromatic film such as Tri-X (my personal favorite).
also, you should be able to see the sky turn darker within a quarter turn -
also remember that most polarizers will only block light entering at 30
degrees to the lens.
