The method normally used for "flat art" is a copy stand that has diffused
light coming from two directions on each side of the camera at 45 degrees
to the artwork. Reflections from the surface of the art will not bounce
back at the camera. If you cannot set something like this up indoors, try
moving the artwork outdoor into open shade on the shady side of a
building. Another method is to put it in a room with a large window with
the shades and curtains open. You don't want direct sun, but indirect
daylight through the window. Have the artwork facing the window for
maximum light, but far enough so you can fit between the window and
artwork. Watch for reflectance off of the dye layers in the poster . . .
which shouldn't be a problem if the lighting angle is correct.
