Olympus was more conservative in its shorter focal length designs. They
probably considered the effects of diffraction to great beyond f/16.
When you look at other camera manufacturer 21 to 100mm lenses that stop
down to f/22, their f/22 performance typically falls off dramatically
from that at f/16.
