But the mail SAYS its NOT executable.   

Bloody Microsoft Windows executes it anyway! (because its name happens
to end in .vbs).

The name should be IRRELVANT.  The problem here is that Windows does
not honour MIME body types.  

This is a Microsoft Outlook BUG.   The way to fix it is to change mailers.
