"bracket" the focus or is it just a mediocre lens?

Jim,
Welcome to the Oly List. Regarding the Zuikio 28/2.8, this lens is
generally well regarded. I have one and have always been pleased with
the results.
The fuzziness you have been experiencing reminds me of a problem that
has developed over the last few months in my Leica Mini Zoom P&S
camera. It mystified me at first, because the lens front and rear
elements seemed to be clean, but when I peered carefully through it,
with the camera in B mode and the shutter held open, I found that it
had a bad dose of fungus. This appeared as white, crystal-like threads
spreading across the glass of an interior element.
Try examining your 28/2.8 lens to see if this is the case. I hope it
isn't, for your sake, because fungus can be difficult to remove without
damaging the coating.
Regards,
=====
