I have a June 2000 issue of Practical Photography (U.K.) which tests 8 slide
and 14 print films. This is part #2 films of ISO 160-2000. According to their
tests, Fuji's Fujichrome MS100/1000 rated at 200 was the best. And it was
best by a large margin. Best print film was Kodak Gold 200. The issue states
that their next issue (July) would test ISO 400 films.
Personally, I get my own best results from Fuji print film which I get
developed at Fuji's regional center, which has an outlet store. Among cheaper
films I use Agfa, whether under their own name or a third party's.
