The problem is that some Netscape versions probably do not support
the "alt" tag in image maps like the one you've set up. I suppose
that Dreamweaver will do everything for you, but the code is after
all html with javascript and remains an interpretation of the
browser -nothing to do with dreamweaver-.
If you really want to have a tooltip (the yellow box) appearing when
pointing at a picture, you could split the images and set them up in
a table. "alt" tag for individual images is supported by Netscape 4.0
and above and Explorer 4.0 and above.
However, I think that Netscape's latest version would as a matter of
fact work with your page.
