All the auction sites sync their clocks with an atomic clock. The snipe
program that I use also syncs to an atomic clock and then tests itself
against the auction site. It then calculates a correction factor, based on
the speed of the route from your machine to the auction site. It does a
final test 10 minutes prior to your snipe to make sure that its correction
factor is accurate.
Then it snipes.
It's never missed, that I can tell.
