Mamiya has just started bringing in their line of carbon fiber
tripods. There is some information at http://www.promaster.com
Winsor I asked for advice - then went out and bought a Hakuba. 4-section leg version; smaller than what you are asking for, but I bought it specifically for travel. I'm pleased with it. Hakuba now owns Velbon, so the two brands are essentially the same, it is said.
