Surely you must recover your payment from the sender - the vendor.
You have no contract with the Post Office, although I do understand
that you are trying to confirm what the vendor is telling you.
I have to say that in English Contract Law, once something is sent by
mail, it is deemed to have been received by the addressee. This
however would make it difficult in the case of lost goods where the
value is insured by the sender. So, it must be up to the vendor to
return your dosh... surely?
