I can think of two possibilities. Either it's a typographical error, and the
speed was really 1/1000, or maybe 1/10,000 was the effective exposure using
an electronic flash (although you did say that they said "shutter speed"). I
know most flashes have durations from about 1/1000 to 1/50,000 or so... but
I'm not sure I ever heard of an easy way to determine the actual duration of
a specific instance.
I think most likely it's a typo.
