I've found it necessary to test every flash I've owned for precise work,
particularly with slide film. But I've never encountered a flash that so
seriously underperformed its rating. Maybe a half-stop at most. Either you
found a rare bad sample or something was set incorrectly - either the flash
or flash meter. Auto-flashes can often be fooled by certain situations:
too-bright or too-dark ambient light; reflective backgrounds; etc.

I tested a new-out-of-the-box Vivitar 285 today with a flash meter at 10
feet at 100 ISO and found the output to be only f 5.6! At 5 feet the
reading was f 8 ..... in both instances two full stops of underexposure
or, in other words, only 250f rated output...
