Believe it or not, this happened in Los Angeles about 15 years ago. Some
idiot tied about 8 helium filled weather balloons to a lawnchair to visit his
girlfriend in Riverside (about 20 miles away). The radar at Los Angeles
International picked him up as he crossed the flight path. Somehow he was
able to deflate the balloons enough so he didn't crash land (or maybe he just
got rid of enough beer to act as a ballast dump).
PS. On the photographic side, there are helium balloon systems with tethers,
remote controls and video cameras-connected-to-viewfinder systems for sale or
rent. They are often used in real estate photography. I think you'll find
them in the back pages of Shutterbug.
The problem is that you can't use it for "cherry picking"
