I have in my hot little hands a roll of film processed and printed by Kodak
Premium Processing.  Every single picture has dust and lint marks (huge
marks as long as 1.5cm on a 3R print) and is fuzzy.  I looked at the negs
and they are extremely sharp (duh) and quite consistant.
