Place the polarizer on a mirror and flip it over. The linear polarizer will
be dark either way while the circular will be darkened only on one flip or
the other. Also you can line up both polarizers together and flip one of
them. if they are both linear turning either one will cause a total blackout
whereas the linear one won't in one of its positions.
As far as vignetting on the 19mm, you can only test it to see as your angle
of view is about 100 degrees or so and the angles of the step up ring aren't
much greater than that. You can get some weird effects using polarizers on
super wide angles though. Because your angle of view is so great, you'll be
seeing vast expanses of sky that are polarized differently and hald the sky
will be dark and half light.
