I recall this characteristic is supposedly apparent when photographing bright
pin-point, or nearly so, sources of light such as stars and street lamps.
The 'blue cast' is really a blue/purple halo or fringing around the point
sources.
I doubt a filter would correct this or that it would be evident in normal
terrestrial photography not involving point-sources of light.
