*Forward* the Gambler's Bay message to me off-list if you have not deleted
it already and try to ensure it displays *complete* headers from source
through the mail-list server to you before forwarding.

That's a numeral "one" not a lowercase "l".
If you mailer doesn't display complete headers normally there should be a
"button" or "command" to allow it to. Forwarding it after it displays them
should keep them intact and make them part of the forwarded message. I
deleted my copy of it after debating about whether to chase it down. If
the headers are complete and there is enough information in them I will.
The reasons you cited are how I became Mr. Hyde with SPAM.
BTW, you're right about the SPAM being "legal" being outright crap. It's
intended to convince people there's no point in complaining *and* entice
people to respond so they can build a better junk mail list with valid
email addresses!
It looks as if GamblersBay.com may be an ISP (albeit small with 256
addresses total) in its own right.

Upstream providers will not tolerate ISPs that SPAM or that tolerate
SPAMers using them (invoking upon them the Internet Death Penalty).
Whether or not it violates U.S. law is moot. It violates every internet
contractual service agreement I've read. At this point I would complain to
the upstream provider, but I'd still like to see the headers first!
