It looks like a market building. There are still quite a few around but that
one is particularly elaborate. It would have to be very lucky to survive
subsequent traffic improvement schemes though, sitting as it does in the
middle of a narrow road.
The cars look to be of late '20s styling but the picture can't be earlier
than 1934 because of the two Belisha beacons, which were introduced while
Leslie Hore-Belisha was Minister of Transport from 1934 to 1937.
A very interesting mystery and a worthy OT subject.
